Kompetansedrevet læring - på norsk?

Læringsinnhold og -aktiviteter må knyttes nærmere opp mot kompetansebeskrivelser. Dette er det underliggende budskap i eContentplus-projektet ICOPER, der Høgskolen i Oslo er med som eneste norske deltaker i et konsortium som dekker nesten alle EU-land. Prosjektet skal sammenfatte, spre og bygge nettverk rundt "beste praksis" for "Interoperable Content for Performance in a Competency-driven Society" (ICOPER). Men hvor kom disse idéene fra? Og hva har dette å gjøre med standarder for læringsteknologi, som er det seniorrådgiveren på HiO forsker på?

La oss starte ute i Europa, og finne et formelt referansepunkt i EU-parlamentets møte den 23. april 2008 i Strasbourg. Der vedtok de Det europeiske kvalifikasjonsrammeverket for livslang læring (EQF) som er råd til medlemslandene og nærtstående venner (les Norge). Innen 2012, når du vifter med et papir som sier at du er kvalifisert til en jobb eller oppgave, så "bør" det nye sertifikatet, diplomet eller Europass-dokumentet inneholde en referanse til hvilket nivå dine kvalifikasjoner ligger på i forhold til EQF. Og skal det skje, må noen sette seg ned og lage datasystemer. For slike opplysninger ligger må vite "på data'n". Og den er som kjent dum som et brød, og krever at mennesker definerer hva som menes med kompetanse, ferdigheter, læringsutbytte, og en haug andre begreper.

Mobilitet og definert læringsutbytte

Men før man kommer så langt som til definisjonene, må utdanningsmyndigheter, institusjoner og lærere overbevises om at dette er en god idé. For hva er vitsen? Som med det meste fra EU, handler det om økt mobilitet. Vi må bli bedre til å skape nytt og konkurrere. Og da må vi få de gode hoder til å bevege seg rundt i Europa; og ikke bare enerne, arbeidsmaurene også. Honnørordene skal selge initiativet: gjennomsiktige kvalitetsprinsipper, felles referansepunkt, livslang læring, kobling mellom utdanning og arbeidsliv, verdsetting av realkompetanse, utdanningsveiledning, nøkkelkompetanse, osv. osv. Men alt er så langt frivillig og bare gode råd. Som arbeidsgruppen som har utarbeidet anbefalinger for fagskolene, uttrykker det: "EQF har ikke som målsetning å harmonisere utdanningssystemene, men å gjøre det lettere å lese og forstå og å sammenligne ulike utdanningssystemer. EQF beskriver kvalifikasjonsnivåer i form av læringsutbytte." EQF Advisory Board utdyper: "Mens en tilplasning til et formelt nasjonalt kvalifikasjonsrammeverk (NQF) ikke er nødvendig for å refere til EQF, er det nødvendig med et skifte til læringsutbytte og en eksplisitt opplisting av kvalifikasjonsnivå, og det kan til en viss grad sees som en introduksjon til et de facto NQF." Ikke stikke, bare rispe – som det ble sagt der jeg vokste opp...

Om det ikke skjer en harmonisering av utdanningssystemene, slik de nasjonale utdanningspolitikerne ser det, så er det ingen tvil om at det skjer en harmonisering av praksis "i skolestua". Tenk bare på ditt første møte med amerikanske lærebøker. Jeg var forskånt til jeg begynte på universitetet. Det ble et langt gjesp. Hvert kapittel begynte med læringsmålene for de neste fem avsnitt. Og så var det testing om jeg hadde fått med meg poenget. Fordummende skolepreg, var min reaksjon da. Men nå ser dette til å ha bredt seg til hele utdanningsssystemet. Forleden hørte jeg en professor spøke under en presentasjon: - Ja, jeg er vel nødt i følge tidsånden å fortelle dere at læringsmålene med denne preika, er.... Grunn- og videregående skole har allerede fått sine læreplaner definert etter læringsmål. Fagskolene følger etter. Mens det ennå er ingen krav om å beskrive læringsutbytte for de programmer som godkjennes av NOKUT, dvs. høgskole- og universitetsfag.

ICOPER

ICOPER-prosjektet retter seg mot høgre utdanning og institusjoner for livslang læring. Med EQF som utgangpunkt er det laget en "pedagogisk modell" som følger et læringsløp, fra læringsbehov er analysert opp mot kvalifikasjonskrav til studenten har blitt veiet og målt og er på vei inn i nye læringsløp. Mellom de to ytterpunktene tenker man seg ulike måter læreren og andre finner fram til og forfatter læringsressurser, tilbyr disse i forskjellige søkesystemer og gjennomfører undervisning i ulike former, både studentstyrt og institusjonsdrevet. Legg til en grundig analyse av nødvendige teknologistandarder og -løsninger, samt en stor samling av åpent tilgjengelige læringsressurser, og man har et grunnlag for å drive en omfattende opplærings- og konsulentvirksomhet for å hjelpe institusjoner rundt det ganske Europa til å bli bedre i stand til å levere kompetansedrevet undervisning.

Denne beskrivelsen er ikke uten en viss ironi. Slik må det bli når man skal navigere i et landskap som er ganske konfliktfylt, med overordnede modeller som har et litt for sterkt skrivebordspreg. Selve logikken i det å få finansiert EU-prosjekter er slik at man konstruerer en ganske drøy historie, som blir omgjort til kontrakt og arbeidsbeskrivelse for prosjektdeltakere som senere skal forsøke å balansere europeiske drømmer og nasjonale realiteter. Slikt blir det mye å lære av, for dem som deltar.

Det store bildet

Det store resultatet fra ICOPER prosjektet skal være en referansemodell for som viser hvordan man integrerer spesifikasjoner og standarder på en helhetlig måte, slik at man kan ta fram teknologistøtte til det læringsløp som ICOPERs pedagogiske modell (figur 1) beskriver.

ICOPERs idealforståelse av hvordan et kompetansedrevet læringsløp utspiller seg.

Det som driver analysearbeidet er brukerhistorier som skal si noe om hva som er de reelle behov i høgre utdanning, gjerne skrevet som såkalte brukstilfeller som nøye beskriver hva aktører kan tenke seg å gjøre, f. eks. for å analysere læringsbehov. I tillegg kommer analyser av hva som faktisk finnes av standarder og teknologi. Møtet slik med "virkeligheten" gjør at man må tegne om idealbildet en rekke ganger. Ingen har ennå kommet opp med noen stabil definisjon på kompetanse. Det er ikke slik at et læringsløp har klar begynnelse og klar slutt. Vurdering inngår f.eks. i alle faser av læringsløpet. Det som er fem bokser, ser plutselig ut til å være bare tre, – fram til neste møte som vedtar at det er fire. I ICOPER kalles dette å modellere "det store bildet". Og stort kan det bli, for den arbeidspakken der vi har norsk delledelse, er også ansvarlig for å lage et veikart for hvordan dette feltet skal utvikle seg de neste ti, femten årene. Hva er det vi har av teknologier, og hva har vi behov for å utvikle?

Beste praksis

ICOPER er et 30 måneders prosjekt, som ble sparket i gang i september i 2008. Som et Best Practice Network er det ikke snakk om at prosjektet skal utvikle ny teknologi og nye tjenester. I stedet skal man identifisere og forgylle de smarte måtene å gjøre ting på i Europa, samtidig som man bygger et nettverk som skal sikre en rask spredning av disse erfaringene. I denne sammenheng er prosessene mer verdifulle enn de konkrete resultatene (selv om det er nok av krav om å skulle levere, f.eks. 12.500 timer innhold og opplæring av 300 utdanningseksperter). I et nettverk er det avgjørende å knytte samme personer som deler de samme spørsmål og problemstillinger gjennom felles aktiviteter. Det er få sannheter og riktige løsninger der ute. Det er spørsmålene som er interessante, og de finner man ved å lage systemer som gjør det mulig å fange debatter, problemstillinger og komme på sporet etter ressurspersonene. Dette er bakgrunnen for at ICOPER arbeider med å lage et diskursverktøy som skal gjøre det mulig å føre en informert samtale rundt læringsteknologi, standarder og løsninger for kompetansedrevet læring.

ICOPER har som mål å nå de i Europa, også Norge, som arbeider med å lage teknologiske løsninger som bl.a. skal støtte opp om EQF-prosessen og gjøre det lettere å gjennomføre utdanningsløp styrt av kompetansemål. Virkemidlene er opplærings- og rådgivningaktiviteter. I tillegg kommer mulighetene for å delta i og arrangere nasjonale arbeidsmøter eller seminarer. Tidlig i prosjektet vil hovedfokus ligge i å skaffe seg oversikt og vurdere eksisterende løsninger. Senere vil ICOPER ha identifisert bestemte løsninger som en vil fremme, f.eks. gjennom å hekte seg på løsninger for søking etter læringsressurser på tvers av landegrenser. Interesserte vil finne mer informasjon på prosjektets nettsider www.icoper.org, der også ICOPER Observatory, ICOPER Open Content Space, og ICOPER Training Lab vil bli annonsert når disse tjeneste blir lansert.
