En britisk rapport konkluderer med at Web 2.0 er en teknologi som har et sterkt potensial for å påføre høgre utdanning endringer, bl.a. med den konsekvens at studentene blir mer uavhengige, vi får mer samarbeid og bedre pedagogikk.

Rapporten, som er bestilt av JISC og utarbeidet av to selvstendige konsulenter, gir en rekke tilrådinger om hvordan sektoren bør møte web 2.0, bl.a.

Most importantly, because the use of Web 2.0 in various areas of application (learning, teaching,
administration, management) is still in an early stage, we recommend that institutions take a light-weight approach use of regulations that might constrain experimentation with the technologies and allied pedagogies.

Guidelines should not be so prescriptive as to stifle the experimentation that
is needed with Web 2.0 and learning and teaching that is necessary to take full advantage of the
possibilities offered by this new technology.
